Toponyms. Supposedly project authors had this in mind: there would be different ways of listing the same place. So I think it doesnt matter.
About "det" tags: persons who have determined species. We already have name of the species and there is no field for persons-ignore det tag.
According to Google Maps, this should be Santa Cruz Island (as locality), which is located in Santa Barbara County.
Incomplete geo coords? It seems that interface requires latitude and longitude. Here is only latitude present so I put it in the Locality.
