I suppose this is from 1896 given the yellowing paper, fading ink, and style of the label. Bug is in nice shape for its age.

This is a mightily odd plant, wouldnt you say? It's not Iltis, it's Otis; on other labels it is clearer. Whoever this plant collecting...

I can only find Charles H. Otis, a botanist. Doesn't seem a good fit.

Found some Otis surnames in the insect/bug world, but not an H. I like the urban DTIS (Dont Take It Seriously) 😃
