  Can anyone suggest the meaning of 08:00 - 08:29?
  Did some collectors note times?

  I checked the coordinates of Rail Road Flat CA, and those do not look to be a match: 38°20′36″N 120°30′44″W

  yes, you'll find that quite a few of them will have a label with a time range. This one just means that the specimen was caught some time between 8 and 8:30 a.m.

  Insects are active at different times of day. It might change by species or location.
