Time of day? / How to write exact locality?

  11:00-11:29 - Is this the time of day it was collected?
  1 mi N Portal - Do we transpose this as "1 mile north of Portal" or "Portal 1 mi N" or do we use a particular structure?

  I would transcribe the locality exactly as it is written on the label: "1 mi N Portal".
