  I cannot tell if this is PENN or IA for state. How do I find out?

  That is a hard one. Looks like Penn Township in Iowa, but there are four counties with Penn Townships!

  I would agree that it must be Penn Township, Iowa. If the state was Pennsylvania, the abbreviation would most likely be PA.
